Spamming activities are always related to SEO, especially if associated with what is friend and SEO Local call "Black Hat SEO". SEO Local is about 80% sure most bloggers ever do this activity in order to optimize SEO spamming their blog.

The question is, did Google considers those links dofollow status?
Before answering this question let's look at an example which dofollow links and which are not the following:

<a href="yourblog.com" rel="nofollow"> keyword </ a>
Example dofollow links:
<a href="yourblog.com"> keyword </ a>
From the example above can be concluded that a link could be said if the link is dofollow do not have a rel = "nofollow" not because he has a rel = "follow / dofollow". It is said to themselves by the google that the attribute rel = "follow / dofollow" does not mean anything.
